This is because the theme storage sites have huge server bills and must generate income to offset the costs of hosting the theme files. Some may be useful but others are spyware and place programs on your computer that connect to the internet and track your movements while online and send info to advertizers about sites you visit and what you do while on your computer! They then generate popup ads on your computer based on the sites you visit. There is also always concern about getting a file with a virus or worse yet a program that allows a hacker to actually get IN your computer!
